FB friends VS. Fan Page targeted traffic

Hello BHW!

I would like to know your thoughts......which is best to focus on:

A. Building FB friends to potentially convert to Fan Page traffic
(I have used email generators to add to contacts then invite and build FB friends to only have been block with 2, 4, day interruptions.) I have tested several invite strategies on tested friend pages and all have yield a block of some sort.

OR

B. Focus on sending traffic to your Fan Page via a traffic source, ads, etc?
(Cut the chase get to the Fan Page and establish focus relationship via the page.)
