FB for email leads

I've been using fb ads quite a bit but never for getting email leads. Anyone have any input if this is effective? Do you do a popup signup form? Is that allowed according to FB tos?

I would also be interested in this. I have a targeted landing page for email signup but it's tricky to get people to leave Facebook to land on my site for a reasonable click price.
