FB custom audience by phone number

Hello everyone, I have a list of 2000 phone numbers of super targeted people.
I'm thinking about runing FB ads for those numbers with CPA offer using custom audience.
I got those numbers scraping classified ad pages. They are not opted in and i dont have consent to use them for advertising.
Im sure i could possibly make few thousand dollars running those campaigns. Niche - real estate.
But what are the chances of me getting banned for using that ?
What are the chances for other legal problems ?

The only way I can see you getting busted is if a high number of those people in your phone number list have reported your ad.

Otherwise FB doesn’t really do much to enforce the rules of consent, other than making advertisers declare that their data came from legit sources.

Apart from the phone number do you have any other data? like name, age, gender, email ?
because if you only have phone# then i don't think fb will be able to accurately find them. the more parameters you give the algorithm the better it can find you these people.
