FB-> Cloak -> Affiliate Link?

Hello, let's suppose I want to cloack a link which redirects a visitor to an affiliate website, well why would I not accept some ''countries'' visitors?
Because that offer may only be available for US only of instance, so you want to divert those unwanted clicks from unwanted areas
 
I've searched the threads and I can't find a reliable explanation for how a cloaker works. I mean I get the concept. It will hide or mask the link from certain audiences and let others through.

But is this like a browser extension? Do I mess with FB somehow? I see lists of common cloakers like justcloakit, linkcloaking, and on and on. But I can't imagine that these actually work when other commenters say people don't openly post about working cloakers in comments.

Any help and direction will be appreciated. I just paid too much money for a test account from Likepusher and I want to start experimenting. And yes, I am registered with an affiliate network so I want to get started before they kick me out for inactivity.
Cloaking still work perfect if you are advertising affiliate links securely on advertising networks. I am using gocloaking service and advertising on facebook. All I am doing is creating a wordpress landing page which 100% complies with facebook advertising policies and share it on facebook or advertise it on instagram or facebook. Once the ad campaign is approved, add your affiliate link in your cloaking service. Its working perfect for us. Let me know if you need any further explanation.
 
Do people use cloakers on Adwords? I saw an ad and the url that i could see wasn't where i ended up it went straight to the aff offer, is that what a cloaker does?

Yes Exactly. For many niches and categories, most of the Adwords ADS are using cloaking. Its a way of life with PPC these days
