FB Ads - running and active but not getting enough exposure

Playing with FB Ads last days, getting some clicks and leads , but the ads acting weird, I'm getting 10-20 clicks in like 10-25 minutes, the nothing for next few hours. My campaigns are set to daily, with $50 per ad limit. the average bid I'm using is $0.4 (per post engagement) , the reach is about 6k-40k, the engagement 100-1k , ads accelerated.
wtf am I doing wrong

I've seen niches that need 10k views to get one click. If it's something a bit abstract or targeting other business I won't be surprised.

It would be a surprise if you sell shoes and get these metrics.

nope not shoes, testing out some average cpa offers, i added some budget, made some adjustments and im getting +100% ROI , scaling that thing now ,
seems like ads need some time to get showing up .
