Does payment method country have to match ad account country? I.e Can I use a Singapore credit card for a Mexican FB profile's ad accounts?

you can add any credit/debit card for that, you won't have problems with that.

Thanks guys. Must the ad account settings be set to the same country as the credit card billing address then?

No problem with that. You can add any credit card.

I have done it without any issues in the past. If you are setting up a new account it may add points to your score and can trigger ´suspension due to suspicious payment method´. This is usually cleared up on appeal for me.

Yes you can do that way. I am using EUR VCC to US FB Ad Account without any problem.

No the country of the CC and the account country does not need to match. It just depends on if the issuing bank will flag the transaction.
