Please check your Facebook profile, fan page, advertising account, credit card section and account limits, Facebook profile and fan page are often hidden.
 
Maybe it's a common problem and the issue is not from your end but Facebook. A lot of people are having the same issue.
 
I think you should re-target and be broader. Currently you are targeting quite narrowly, so please edit more broadly.
 
If after 24 hours the camp still doesn't spend money, you should try changing the image, content and target location.
