how long does it take fb to start delivering the ads? my campaign is active and my ads are set to active. i submitted it an hour ago but still not receiving clicks/fb stats show 0 for everything. my cpc is high too.

Give it time.
Also try Deactivate it and Activate it on the Ad Manager.
