FB ADS | Learning phase

Hi, I'm still new to facebook ADS but I got something I can't figure out.

I used to rent a FB ads account and when I ran an ADS on it the first phase of the ADS was "learning"!

But since I buy account and set up them by myself I never got it back? Is it normal?Is it a problem or It don't change nothing?

It’s normal to see that, fresh campaign needs to learn. You need around 50 leads/purchases

It's normal to get the learning phase!

I got the opposite I don't get it

Ahh, I know. Same thing, still in ad sets when you hover mouse you will see text that needs optimizatioj. Same thing like learning

I'm seeing a RIDICULOUS CPM right now in the USA (for video ads).

$50 CPM.
