FB ads: how to spend budget fast?

It depends on how much your daily ad-spend limit is on FB. If your account limit is $50/day you wont be able to spend more. If your account has $1000 limit per day then you can target the whole US, UK or any region and give the max CPC suggested by FB. You might be able to get $1000 spent in 1-2 hrs if the ad is relevant and that many people click it.

You can try things like increasing your daily ad spend however if no one is clicking on your ads then no matter how high your daily budget is you won't spend it. You could change the setting to CPM but not sure if that would do it either. Have you tried making more compelling ads?

Get huge audience, 40m in not enough. Try like 400m-800m.
Put budjet something like 8000 usd or more.
