Fb ads help

I would like to know how to create a new fb ads account, i want to use my personal paypal with it, does it matter if the name on the account is different from my paypal name? and also does there have to be a certain amount of friends and must the account be aged? I am also curious if anyone sells accounts like these? just accounts with no balance but they will work for ads just fine.

I dont think the name on the paypal makes a difference as long as the funds are there.
