FB Ads go to Pages with No Monetization?

Quite a few times I have clicked on a muscle on on the sidebar and it takes me of course to some thrown together Wordpress "blog" site, however I don't see anywhere links for any products or any ads for that matter. Why is this? How are they monetizing?

Or those guys are using a poor cloaker that couldnt detect the diff between a legit user and a reviewer

Or the advertisers might be testing the ads.

It's also possible they're stupid and just want visits to their site.

Its could be cloaking, cloakers might recognized your IP as FB reviewer.

If you're using proxies, it can cause the same issue as well.
