Residential proxy are not pure they was before botnet proxy now they are change the name Residential

Use mobile IP/proxy you can create yourself or can find your suitable location from BHW marketplace.

I have no experience using 4g proxies, does the ip address rotate? and will I be able to use it for facebook ads?

Yes, mobile network changing the IP every few hours. If you did not change it by yourself.
many people are using them, give a try. you have to test many thing then will find your goal.
