Locke Lamora, the main character from the Gentleman Bastard's series. By Scott Lynch.

I have yet to find a character who could stand a chance of outwitting Locke.
 
Tyrion Lannister. Such a brilliantly cunning character whom you can't help but love since the beginning of season 1.

Can't agree more. He is clever and uses his wit and cunning to both entertain and get what he wants.
 
Tony Soprano or Christian Troy from Nip/Tuck.

Dwight Schrute from The American Office, I'm not sure if any other character from a book, film or game has ever made me laugh more than Dwight has.
