Try Breakthrough Pro on Genesis Framework with some caching plugins. Got me to a 99/99 score on GTMetrix and Google PageSpeed

Free means most of the time limited unless you know some CSS. Hello theme is fast but it's only a frame, you have to build something yourself with for example elementor. Astra and OceanWP have free themes with quite some options, Generate Press is descent too.

Generate press and by the way you could always request premium themes if you get lucky someone may just give it to you most of the times it’ll be @Festinger but even others often share themes so try your luck

The fastest loading theme is the Hello theme but that alone is worthless, it was build by the people from Elementor. Its pretty much like a blank canvas for you to create your art

I highly recommend any studiopress theme on the Genesis frame work. But if you need it free Generatepress has a free and premium version that is lightning fast. Hope that helps.
