For cloaking. "Safe site", pretty much a non-blackhat site used to get approved for ppc, etc.

If you're not concerned about unique content, you can use a curation Wordpress theme with a professional look for your site, and quickly post excerpts of news, opinion pieces or videos related to your niche. Curated content sites are harder to rank, but are not punished by Google for duplicated content.
Excerpts from press releases are very useful (as there's always a relevant, recent release that can be scraped, and since the release by definition wants maximum distribution, the author doesn't mind the re-use of the material). Using this content and format, a relatively safe site can be set up in just a few hours.

What should you be looking for? Free web hosting, Shared Hosting? Do you rip sites or do you make all the content yourselves? For short term, I feel creating all the content yourself is a bit much, but if that's needed then so be it. I don't know the process for Adwords. Would just a domain and shared hosting + ripped site be good enough?
The site only needs to pass the first manual review of Adwords, then it will only be up for a few days max afterwards.

If a site is set up to be safe for the Google search engine, it should be safe for Google Adwords, it's the same company. Shared hosting should not have much impact on traffic, the latter depends on your traffic building methods.

use htttracker to rip the website remove unwanted codes and change some images and brand logs and names, surely you will get approved

I simply rip other people's websites or a one page wordpress website would work just fine too. Don't complicate this

There are some premade websites for sale in the marketplace here or you could go to Flippa and pick up an automated starter site.

Yes can also use software like argo content generator then can create many sites yourself but SaaS service also good if u lazy )
