Better to spam your website on Social sharing sites like Facebook, Google+, Twitter, Reddit and Stumbleupon.

You can easily index your new website on search engine in 1 day.
 
Depends on what kind of platform it is. But yeah with the power of social bookmarking you can index sites pretty faster. Also use social signals power
 
Number one way? Google webmaster ---> submit sitemap Within a few hours you should be good
 
Build multiple sites a month, all wordpress based. So manual submit would be the fastest? How long does that typically take?

Yeah! That works. I tested it on my clickbank sites to index them almost instantly.
 
Post your website link to Google+ and tweet your new site after you manually submit it. That should get it ranking
pretty fast.

I usually just throw a few social signals at it and everything is indexed quickly. Google+, tweet, fb share should be enough.

You can also use a site like pingfarm.com or imdexkings.com. I don't use them anymore though.
