loading speed depends on where you're checking the site from, for most shared hosting 1 second is rarely possible due to the fact that they oversell resources. I believe you can try US/CA hosting companies such as hostpapa, ovh. It's better to go with a VPS btw.

Get a VPS. Check server4you, linode, hosthatch, digitalocean, vultr. They have superb service and really affordable plans in your budget.
If you are getting a VPS, when checking for a web control panel, try VestaCP, they have nginx-apache reverse proxying which loads the sites faster, also try to implement caching for your sites - memcached, APC, etc. They increase the site load speeds drastically.

Yes, at first i also hesitate, because they are new, and not so popular. But they got a lot of positive review. So, i give them a try. So far no problem. Both of the company help me migrate from my old hosting account for free.
