Can someone suggest me a good web hosting that has nice speed loading scores (less than 1 second if possible) so that it helps ranking in google?

Can pay up to 10-15$

I've been using servinio for a while now. Pretty cheap and fast
 
Recently signed up for servikus (search in bhw hosting marketplace) using the 90% promo and so far no problems. My load times were faster than my previous provider.

I have tried stablehost and they are fast. But once I switched to kinsta the loading speed dropped in half. One is on litespeed and another nginx. But of course managed wp hosting will have better speed.
 
I'd draw your attention to services from ifastnet.com or ewallhost.com.
These companies are unique in many aspects and they are worth every cent you pay for their IT services.
Prices are low and support is active and responsive.
 
Please could you specify which kind of hosting you are looking for (shared, dedicated, VPS). So that I can suggest your accordingly. Also, please let me know the thing which you will going to host.

loading speed depends on where you're checking the site from, for most shared hosting 1 second is rarely possible due to the fact that they oversell resources. I believe you can try US/CA hosting companies such as hostpapa, ovh. It's better to go with a VPS btw.

Get a VPS. Check server4you, linode, hosthatch, digitalocean, vultr. They have superb service and really affordable plans in your budget.

If you are getting a VPS, when checking for a web control panel, try VestaCP, they have nginx-apache reverse proxying which loads the sites faster, also try to implement caching for your sites - memcached, APC, etc. They increase the site load speeds drastically.

I have never used them personally, but I will say I have seen a lot of decent reviews about both of them on WHT.

Yes, at first i also hesitate, because they are new, and not so popular. But they got a lot of positive review. So, i give them a try. So far no problem. Both of the company help me migrate from my old hosting account for free. :D
