Fan Pages w/ PPC

I am getting into running some ads on facebook, the platform is fairly new to me so have been doing a lot of reading on the subject.....I know that sending traffic to a facebook page will lower the CPC significantly and am wondering if it is a better strategy to build fanpages or to direct link to Products/CPA offers and cloak LP's/Offer Pages when/if it is needed? Also if I build a fanpage in english can you link international traffic to it w/ no problem? Accounts getting banned seems like a common thing(maybe not idk) but wondering if I want to run ads, not using vouchers is it really something I need to worry about? Still a little confused as it seems like there a million ways to go about it.
