Quite a lot of ways to go about making accounts on Facebook. Using residential or mobile proxies + anti-detect browsers, for one. The other side of it is making the accounts feel real so you don't immediately get flagged by the system. Meaning warm up the accounts, avoid guideline infractions, spamming, etc.

You should use separate Proxy for each account created, and operate the accounts normally for a few days to create stability as a normal user for the account.
