Fair use.

A lot of news sites seem to repost the same articles from other sites. I just made my first scraper and am trying to figure out if I accompany the scraped article with my own article discussing it, if that's alright? Should I look for overseas hosting or just see how long I can ride?

I was going through google trends and scraping sites there. Trying to build my empire, but not sure if I'm going to get shut down.

You should find the 'fair use' verbiage and prominently post it on your site. Also, clearly frame the content with associated commentary, parody, and other indicators of a 'fair use' context. If you make your scrape blogs curation sites, the authors and Google should not bother you (check out shares in themember download section about setting up curation sites).

A lot of those articles you see on news sites come from Reuters and Associated Press. I don't know what the usage rights of those two news sources have but you should look into them as you find a lot of sites will carry stories from those two place just with different words.
