Failed billing accounts? What are they used for?

I've seen several people buying failed billing accounts. I'm really curious - what are they used for?

That is not why people bought them.

Billing failed accounts already had ads approved, which means there is very small chance account will get common errors such as ''Ad Manager error'', ''Disabled, send Valid ID'' etc.
Carders used those accounts to reactivate account by paying the negative amount and advertised their ads ''free''. By carders, I mean people who used stolen CC-s.


Approx. month ago facebook launched new security measure which blocks most stolen cards. So basically billing failed accounts turned to useless. They just won't accept different country VCC or CC. As I heard, there is still methods to do that, but it's not public. Good job IMO.

And 250usd limit increases after 4 days to 350usd.
