Factors To Consider A Website As Authority
1) Domain Age (Need to check whether site is alive or not since the registration)
2) Indexed Pages (Quality of pages to be considered)
3) Branding (Using Citations to some extend)
4) Social Presence (Using number of Twitter Followers, Number of Facebook FanPage Likes, Facebook Shares, ReTweets.)
