Facing Issues while ranking same niche with different website

Hello Guys,

I had tested some sites over past few weeks, i was trying to rank same niche with two different sites, i assigned the task to my seo team and i have noticed one thing google is considering only one site with same niche at a time, i am not getting rank for both the websites with same niche... I think the main issue is that my team is creating similar backlinks most of the time, is this the reason??? or my ip and system mac address considering by the google for the sake of their fair policy...

Some one else faced the same issue....???
