Facing a Paypal Problem

Hi guys would like some help or advice if possible i have a UK Personal paypal been using it for some months now no card linked or id proof attached only registered with number, and right now i have like $300 in that account. Today i tried to get some amount out and it asked for id proof so i tried again same issue. Now the problem is the PAypal account is not on my name its on a Random name but now paypal ask for Id proof only when i try to send money so what to do or have i lost my money please help Thanks.

Having exactly the same issue with a UK PayPal but $200 in the account. Please let me know if you find a solution.
