It seems like they quickly removed it
I tested it out for the 20 or so minutes while it was up
everybodies personal profile had a Hello button beside "add" and "message"
when you click hello, the other person get's a notification that a stranger said hello to them
and then it gives them the chance the say hello back. if two people say hello to each other, then facebook encourages you to add or message them.
I tested it on two of my accounts
it doesn't seem to be visible now (in canada atleast) - they were probably just testing an upcoming feature
