If you've a good amount of friend list in your personal account and you are admin for a page, you can suggest to them to like the page using "invite" option and other legitimate way is through facebook ads. Alternatively, you can also buy likes from microjob sites.
 
If you want them to just use the like button, you can buy likes or use exchange sites. If you want that people really like your site (and press the button) you have to give them what they are looking for and promote your site, so that people can actually find it.
 
Did you mean if there is a limit? no there´s not a limit, you should go to the market place, you can buy a good amount of follower there.
 
by posting high quality/ engaging post - a lot of great images, some videos too. Also by expanding your reach to other people see it, share your posts in relevant groups for example. If you've got the money promoting your posts also help.. Posts exchanges with other pages in your niche will help too.
 
I don't think buying likes is a good idea. Buying likes results in "fake fans". Fake fans will not be engaged in your posts. It is better to have fewer fans who are more engaged.
Continue to post quality content.
I would also recommend determining which posts have received more engagement and Boost them. This way they may get more Shares. When people Share, they will be shared with people who no not currently fans, then they may become fans after they come across a post that was shared. Good luck, I'm struggling with the new algorithms myself.
 
By Sharing good content and video in your social networking sites and you can also buy likes or use exchange sites..:)
