Do you have a Facebook Business Manager account?

You need to create one here: https://business.facebook.com/
Do you have an Ad Account set up?

In Business Manager, you need an ad account to create campaigns.Go to Business Settings > Ad Accounts to add or create one.
Do you have a Facebook Page?

You must be an admin of a Facebook Page to run ads.
Payment Method Added?

Go to Billing Settings and make sure you’ve added a valid payment method.

i think you should check whether account has any restrictions and verify necessary information and available payment methods, and especially whether there are any issues with original BM, because when bm is restricted account cannot create new camps
