Go to Ads Manager, verify your account information and enable it again if limited; if you still can't create a campaign, you need to contact Meta support directly.

If you can’t create a campaign, check if your ad account is set up with payment and not restricted usually that’s the issue.

Not being able to create campaigns is frustrating! First, check if your account has the right permissions: go to Business Manager → "People" → make sure you have "Advertiser" or "Admin" access.
Then check "Account Quality" in Ads Manager for any policy violations or warnings. If you see restrictions, resolve those first. Also verify your payment method in "Payment Settings" - sometimes expired cards block campaign creation.
If you're new to advertising, Facebook might require identity verification: go to "Account Settings" → complete any verification requests with valid ID documents.
Sometimes simply waiting 24-48 hours after account setup allows campaign creation as Facebook reviews new advertiser accounts.
What exactly happens when you try to create a campaign - do you get an error message, or are the buttons just not clickable?

Make sure your account is verified and warmed up. Use a trusted BM and avoid flagged content. If it’s a new account, wait a few days before running ads. Consider using aged accounts for better stability.

Make sure you’ve added a valid payment method, verified your identity if required, and completed the basic business/account settings. Sometimes it just takes a little time for everything to activate before campaigns can be created.

Sometimes campaigns can’t be created if billing information isn’t added or if there are restrictions on the account. Looking at Facebook’s account health and checking notifications usually gives a clue about what’s missing.
