Check if your BM is verified and has payment method added. Clear cache, use a clean browser or profile. Sometimes account is restricted check account quality. Try using a new ad account if needed.
 
You should Check Admin rights, verify identity, make sure the account is not restricted, and contact support to reopen the “Create campaign” button.
 
You can check if your payment method and business details are fully verified, then try creating a simple engagement campaign with a small budget around $2 to test if everything works
 
You change the new payment method and create a low spending campaign of only $5-$7 then your account will work normally.
