What's your niche? Is it black hat? Are you using cloaking? How strong is your acc?
 
You likely need to set up a Business Manager/Ad Account and add a valid payment method before creating a campaign.
After If you still face same problem you can go social media section here you will get so many service provider. Thay can help you
 
There are three main reasons you can't create a campaign:
Your account is restricted. Check your Facebook Ads Manager for any red banners or notifications about policy violations. If you find one, you'll need to submit an appeal.
A payment issue. Go to your Ads Manager billing section to check for any unpaid bills or an expired payment method.
You lack permissions. If you're managing multiple pages, make sure you have "Advertiser" or "Admin" access to the specific ad account you're trying to use.
If you've checked all of these and are still having trouble, contact Facebook Business Support directly for help.
 
for new accounts i still trust old and stable accounts
 
new campaign will come with a strong and stable account, i think that's ok

You need to post a photo of the error here to get a clear picture of the situation if you really need help.
 
Have you checked Account Quality? Your account may have been disabled.
 
You likely need to set up a Business Manager account, add a payment method, and ensure your account isn’t restricted. Once that’s done, you can create campaigns in Ads Manager.
