First, you need to check if the FB profile containing the account you want to create a campaign is active or not. If the account is still active but the "Create" button is blurred, the profile may be restricted and you need to replace it with a new profile.
Next, check if the payment card of your advertising account has a payment card or not. During the campaign creation process, if any errors appear, the meta will notify you of that error so you can fix it, such as verifying your phone number or adding a page.

There are many reasons why you cannot create a campaign. Your FB account may be banned, or your advertising account may be banned.

That usually happens if your ad account is restricted or not fully set up. Check Account Quality for policy violations, add a valid payment method, and verify your business/identity if needed.

I'm experiencing the same issue. I go to Ads Manager but can't create a new campaign, my account doesn't show the Create button.

You can switch to a new account. Or you can contact Meta and complain. The account will be back to normal.

You can contact Meta support and ask them to help you appeal.
They immediately banned me whenever I created a new account. They should keep track of my IP address, cookies or something like that.

Because it is very likely that your IP address has been previously proven to be non-compliant with Facebook policies, so they will lock your account.
How? using proxies?
