I tried this way but mostly it will spend money slowly and maybe not spend at all

change new ad account, maybe that account has been banned
 
I think the reason is because my campaign is quite heavy compared to other light campaigns.
 
You should first check the Account Quality section and also make sure your payment method is active. If everything looks fine but the problem continues, contacting Meta Support is usually the best way to get a clear answer.
 
about this problem you should create a lighter campaign then your account has spent 5-7$ you should create your main campaign. this way your account will work normally
