It won't go away; these are the new Facebook rules. Some people used to scam Facebook before, but now they can't.

Currently there are still many accounts with 10% I think it will become a feature for new accounts to avoid being taken advantage of by many advertisers because the payment threshold increases rapidly, they will abandon the account and not pay Facebook.

If so, it would be quite okay, but I think FB will not remove that, because if they remove it, it will be a loophole for agents to exploit :)
