My brother having facebook account profile with 12k followers, he is making videos everyday + live stream literally everyday, Is he able to get blue facebook badge ? please help

Making video and livestream is not enough to get him verified on Facebook. He needs good press about him on high authority news websites.

No. There are other factors that you need to have to get the authority. It may take some time and effort to build those statics.

it is possible but maybe not as easy as public figures or those who have a reputation / are well known before, or celebrities or famous influencer/youtuber

No buddy! you need to satisfy other factors as well! mainly you gotta be a well known/ public personality!

create public profile as much as you can and facebook looking for trusted reviews and information about the person for verifying
