I recently created a FB page from same IP (desktop not mobile) for a Senior Citizen who wanted to have better contact with their family.
While a mobile number was suggested it was not a requirement. FB only required an email address that had to be confirmed.

Try to use free phone numbers.
I would share a link of some websites with those function but im new right here and cant do it.
