Give it a week or 2. Best you can do is change password for now. Then change email after few days so no one can access it even if they have the 2fa keys.
 
There's nothing you can do. Just wait until its allowed again.
or get a new account if you're in a rush.
 
this is facebook new security, they ask you to login to older location or wait for sometime do changes, this happens with changing pass,email id, adding 2FA.
 
When you first log in to a new device and remove 2-step authentication, you will encounter this error, unable to recreate 2-step authentication and log in to Facebook again.
You must wait 1-2 weeks then verify again
