I'm seeing people are selling Facebook coupon for 30$
it is not random, I'm seeing people selling it extensively

Any ideas?

No it i not fraud, the idea that FB gives 30 $ coupons to pages admins with no ads history
but there is a trick of course so they can get a lot of it
