Are you talking about the current threshold of fb? Currently fb is tightening the threshold, it is very difficult to reach the maximum threshold.
 
High threshold upon sign up is not offered to individuals anymore, though, there might be legit companies that were offered for a huge credit.

Facebook's current threshold is different from before, now it only increases by 10%.
