That's why I always have a bank card with $0.00 balance and I only transfer to this account from another bank when I need to make purchases so I don't get shit like this.

Well, this is very normal. Depending on what you are trying to market on Facebook. If it's a WhiteHat product, you do not need to worry; if it's something fishy or BlackHat sort of, then you'll have the refund from Facebook but they won't run the ad.
