Facebook SUPER HIGH CPM??

My business manager (not personal): last May - july was getting CPM's around $12 - 16

Then in November, December. Our CPM's started to be around $35-$45 on the same ad account

We started a fresh new ad account this January 2021 and are still getting CPM's around $36 (Tried it on 2 different pages, and got the same exact CPM in a test)

I then ran the same url on my friends Business Manager, and he was getting CPM's around $25 - $30

I tried a new url with the same landing page on my friends business manager, and the CPM was still around $30

We then tested the ad on my friends business manager to a random shopify store running the same product - and the CPM was around $16 - $17!!

We also tested the ad on my friends business manager to a random amazon and then etsy listing for the product and the CPM was around $9-$12

I have no idea what is happening or what to do, any advice or ideas would be so greatly appreciated

Also one important note last year we had a few business manager and ad account bans, that we appealed then got back after they realized it was a mistake (this happened maybe 3-4 times) around July - October/November)

Have you checked your friend's Pixel? If you run conversions, Pixel is crucial to CPM

Theres a lot of things,we dont see your ad or anything,maybe someone saw your add and is overbidding if its profitable.
