Facebook shadow ban?

My business manager was disabled on my primary Facebook so I decided to use my fathers Facebook account to continue running ads. For some reason as soon as I sign into his account and go to business manager the whole facebook gets locked out and asked to confirm identity.... I even signed in using a VPN incase they banned my IP. I'm in the USA... why is facebook banning every account I sign into?

Facebook is trying to test you. Please complete the identity verification on the account. And it should work fine again

Ive submitted the ID photo for 3 weeks now and the. account is still locked...
 
A VPN's ip is even worse. Should've used a 4g ip from your phone. I'm afraid you'll have to start over with a new device and ip now.

Thanks now I have learned from my mistake
 
Avoid VPN buddy, and warm up slowly when you are entering a new device fingerprint & IP, make FB trust you more, when you right jump into ads, FB think you're a spammer or a hacker trying to run some blackhat ads.
