Facebook Reels location problem

I live in a third class country, but I want to target the countries that use english on facebook reels, but whenever i throw reels it shows it to my own country's people. How can I pass this? I bought a physical sim card from England, but it didn't work, how do you think Facebook understands the country we are in?
