I've seen this 'un-appealable' suspension happening more frequently lately. Sometimes, the only way out is to stop posting for 7 days, purge any recent high-reach content that might have triggered the sensitive content filter, and then re-verify the Business Manager. If the recommendation stays suspended for over 30 days, the 'shadow' flag might be permanent for that specific page ID.

if after cleaning up and running ads every two weeks. the situation still doesn't improve , and the page isn't very large one, the most cost effective and time efficient solution for the client to build a new safelife page in the parallel to avoid disrupting their business
