Facebook proxy versus billing zip code..

I have a couple questions for those who purchase agency accounts. .

1. How do you fund these accounts? Paypal linked with either valid cc or vcc? Or do you link directly to a fresh credit card for each account?
2. I know you need to use a proxy or vpn for each account, so when using either of these, does your IP address zip code have to match your paypal or cc billing zip code? (If so, how close does it need to be? i.e. same city, state, country, etc)

Ok maybe those questions were too intrusive. Can someone just tell me if your billing zip code has to match your IP zip code?
