Facebook private message automated marketing - is this possible

I am wondering if some program already exists or can be created that would do the following:

I'm looking for a way to send massive private messages to Facebook users in a geolocation (where I live in Las Vegas only).

I'm looking for a way to identify Las Vegas based Facebook users and then send them a templated private message (same templated message to all fb users). I'd like to be able to identify 1000s of users per day and have the program run and send messages automatically through out the day and then do it again the next day.
