Facebook PPC - Creating an Ad (Image Preview Buttton is Invisible)

Here's a screenshot of what you see when trying to create a brand new ad on brand new account:

What do I do to get this to appear?


I would fill out all the information shown by this and yet facebook doesn't show me the "upload" button. Then I would continue on. In this case, I would get to that part and it will NOT let me create any ad because the Image Ad is a required field to proceed

I use chrome and occasionally it FB ads would be unresponsive of certain things, so I'd have to switch over to IE or firefox.
