Is it possible to make a website with a Facebook plug-in that... when you go on the site, a pop up appears saying "like" the page in order to view the website, but if you previously liked it, it'll never appear?

There must be a thousand scripts already made to do this :D

Take a look at codecanyon, I 've seen some there.

You didn't mention you wanted the pop up to appear only for people who have Fb accounts and not on the rest.

In any case, there 's a very recent post on the JrVip forum on how to programmatically detect if a visitor is logged in or not on various sites, so the info exists. But it 's not something the average developer is expected to know about.

The guy on freelancer is wrong.
It is possible to detect whether the visitor is logged in to his facebook account or not, and also to detect whether or not he has liked your page already. (you may need a simple FB app for this, but nothing too complicated.)

Thus it is possible to have the popup appear only to visitor who are logged into their FB account and who have not liked your page already.

Every necessary ressources are available in the documentation on https://developers.facebook.com/
