This error often occurs with some accounts. Please change another account with a credit account or visa account to test it.

Try using a credit card instead of prepaid, adding a secondary payment method, checking your spending limits, and removing and re-adding your card. If the problem persists, creating a new ad account may help

I changed the payment card and it worked fine, good sharing
 
Your account is not paying automatically, please try to pay manually a few times and then the account will pay automatically again.
 
Try turning off the active campaigns, add a new card and create new campaign with a small budget to fix this hold issue. I think it will work. Good luck

Do you use credit card or payoneer master card? I have used payoneer master card before and facebook declined it after few days using it.
 
You can add another payment method, see if it is a card error
 
Maybe you should try using a Virtual card to make pay

change payment card from another bank, or if you do not change payment card then need to change to new account, this is a common error if you use multiple accounts
 
You can enable automatic payments but you must make sure your account has enough funds, but if you have a budget larger than the amount you have spent then you should create a new account.
 
Try clearing your browser cache, ensure your card details are correct, check with your bank for restrictions, or use an alternative payment method to fix Facebook payment errors.
 
Create a new campaign with a budget of $1 until the campaign status is "active". Then add another payment method, and pay.
 
Please check if you have set up auto payment when account reaches threshold. If it is off, turn it on.
