Facebook payment error

Have you tried switching to another card or changing to a new account to run ads?

This problem is likely due to a Facebook error, bro. I had the same problem a few days ago and now it's back to normal
 
I'm also having this error most of my campaigns are not spending money. I wonder if anyone can help me fix this error, I have tried changing to a new account and still have this problem

Usually, Facebook advertising accounts that do not lose money are personal accounts. Facebook Business accounts rarely fall into this situation. The reason is because personal accounts often spend low, rarely go on camps, or run away.
 
This error is common nowadays, try it with a low budget first. If that doesn't work, I think you should change to a stronger account, it will make your spending more stable

create a new campaign, set the lifetime budget to $5 then your job is to wait for it to spend and re-launch the old camp
